This letter is in response to the article involving Spencer County Fairgrounds property and the Kentucky Quarter Horse Association AQHA Charity Ride at Rolling Hills Campground. We would like to express our sincere apologies to Mr. Tinsley and anyone else who may have inadvertently been infringed upon. We were not aware Mr. Tinsley had a verbal agreement to lease some of the county farm where the Fairgrounds are located. We thought the fairgrounds included all the county farm property.
