Debbie Herndon, right, was sworn in Friday by Judge Linda Armstrong. Herndon was appointed by the state’s education commissioner to fill the vacant Waterford seat on the Board of Education. No one filed to run for that seat in this fall’s election, so applications were accepted and Herndon was chosen from the applicants after a short interview process.
